Vanilla Tournament III $400, Sign-Ups Are Now Open

On behalf of PK community, i'm happy to announce the Vanilla Tournament III Sign-Ups are now here and Open, no necessary requirements to apply. This is an open tournament, and as long you have an ESO account for Age of Empires 3 your welcome to join. The top 80 applicants will be seeded for the group stage late March.

Tournament rules

1.Tournament Staff
A. [PK]Chicks

2.Stages
A. Group Stage I
The tournament will begin with the division of the 80 accepted applicants into 16 groups that will consist of 5 players apiece. Each player will play the other members of their group once in a round robin format. This means that each player will play 4 games at this stage. Players will get 2 points for a win and 1 point for a loss. The top two seeds of each of the 16 groups will advance to the bracket stage whereby 32 players will be left standing.

B. Bracket Stage I
These 32 competitors will then form a single elimination bracket. This stage will consist of a best-of-3 32-player round. 16 players will advance to the Quarter-Final stage.
C. Bracket Stage II
This will be followed by 8 best-of-5 single elimination matches between the 8 pairs of players (16 players) that will be remaining. 8 players will advance to the quarter finals.
D. Quarter Finals Stage
The Semi-Finals will consist of 4 best-of-5 single elimination quarter-final matches between the 4 remaining pairs of players (8 players). 4 people will advance.
E. Semi-Finals Stage
There will be 4 semi-final matches, these will be a best-of 7 series. The 2 outstanding players will advance to the final stage. The two players seeded out this stage will proceed in the 3rd place bracket; rules from Semi-Finals apply.
F. Final Stage
The final stage will consist of a best of 9 series between the 2 remaining players.

3. Seeding
A. Group Stage I; Players may play in there dedicated groups with any order.
B. Bracket Stage I; A1 Vs B2, A2 Vs P1, B1 Vs C2, C1 Vs P2, D1 Vs E2, D2 Vs E1, F1 Vs G2, F2 Vs G1, H1 Vs i2, H2 Vs i1, J1 Vs K2, J2 Vs K1, L1 Vs M2, L2 Vs M1, N1 Vs O2, N2 Vs O1.
C. Bracket Stage II; Winner of (A1,B2) will play the victor of (A2,P1), (B1,C2)(C1,P2), (D1,E2)(D2,E1), (F1,G2)(F2,G1), (H1,i2)(H2,i1), (J1,K2)(J2,K1), (L1,M2)(L2,M1), (N1,O2)(N2,O1).
D. Quarter-Final Stage III; Winner of (A1,B2,A2,P1) will play the victor of (B1,C2,C1,P2), (D1,E2,D2,E1)(F1,G2,F2,G1), (H1,i2,H2,i1), (J1,K2,J2,K1), (L1,M2,L2,M1), (N1,O2,N2,O1).
E. Semi-Final Stage IV; Winner of (A1,B2,A2,P1,B1,C2,C1,P2) will play the victour of (D1,E2,D2,E1,F1,G2,F2,G1), (H1,i2,H2,i1,J1,K2,J2,K1), (L1,M2,L2,M1,N1,O2,N2,O1).
F. Final Stage V; Winner of (A1,B2,A2,P1,B1,C2,C1,P2,D1,E2,D2,E1,F1,G2,F2,G1) will play the victour of (H1,i2,H2,i1,J1,K2,J2,K1,L1,M2,L2,M1,N1,O2,N2,O1).

4.Game Play
A. All games are expected to be rated and recorded. We expect the victors of each match to then post these recorded games on the tournament section of the PK forum.
B. If a bug is identified or a disconnection occurs in the first two (2) minutes of a game, the match may be restarted if both players agree to do so, not more then once per player/per match. In the event section 4.B is not met, match games are to be reviewed and approved by a member of the tournament staff.
C. If a disconnection occurs later on in the game, the tournament staff may adjudicate and thus award a victory to the player that appeared to be winning. Otherwise, a close game without an obvious winner may be restarted based upon the decision of the tournament staff.
D. Players are not permitted to play the winning civilization twice in a row. This applies to matches in Bracket Stage I, Bracket Stage II, Quarter-Final, Semi-Final and Final games
E. In the event of a dispute or a level of deliberation that is determined by the tournament staff to be excessively indecisive, players may be forced into using the civilization described as their preferred civilization on their application form. This proceeding is not preferred. Should this proceeding go through, record will be kept on the (Two) players in dispute for the following matches.

5.Disqualifications
A. If you suspect your opponent has some sort of unfair external advantage (i.e., cheats, hacks, map visibility, trainers, etc.), finish the game and submit it for review with an explanation of why you think the game was unfair. If the tournament staff members find someone to be guilty of cheating, the cheater will be disqualified from the tournament and reported.
B. If a player repeatedly disconnects from games, disqualification may be considered.
C. Accounts used in the tournament must be used by one person, is sole owner of the account, and must be the main account of the registrant for proper seeding. Tempering with this decree will result in an immediate disqualification and undeviating removal from ESO, PK and correlated sites.

Commencement Date
The tournament staff would like to start the tournament March 27th 2013.

Prizes
At the conclusion of the tournament, the pot will be divided between the following individuals:
A)65% 1st place.
B)20% 2nd place.
C)10% 3rd place
D)5% 4th place.

I have 2 questions to Chicks and somebody who knows the answers.

1. "The top 80 applicants" means just 80 applicants? or does it mean also that only the top PR 80 applicants join in the tournament if applicants are more than 80 people?
2. I tried to donate by my credit card and paypal, but I could not. Japanese cannot donate?
Regarding credit card, there is no "Japan" as a country option in the address section.
Regarding paypal, the error occurs and the process is not completed.
